NAIB CANSELOR DAN ISU PENGIKTIRAFAN IJAZAH

1. Akta Universiti dan Kolej Universiti (AUKU) yang baru dipinda dan telah digezetkan memberi banyak kuasa kepada Naib Canselor untuk mengurus universiti masing-masing-masing.

2. Dalam akta ini, untuk melantik Dekan, semua pegawai akademik mesti dirundingi oleh Naib Canselor. Walaupun ini adalah mandatori, ada yang mengamalkannya sehingga mengadakan pilihanraya. Tetapi ramai juga Naib Canselor yang 'degil'. Mereka gunakan kuasa mutlak mereka tanpa merundingi pegawai akademik fakulti berkenaan. Ada juga yang melantik ahli akademik yang mana bidangnya adalah tidak ada kena mengena dengan bidang tujahan fakulti tersebut.

3. Oleh kerana Dekan adalah ahli senat, maka, Dekan yang tidak mendapat mandat fakulti tidaklah dapat memberi 'kepemimpinan akademik' yang berwibawa. Apatah lagi bila di senat, sudah tentu mereka tidak akan berani mengeluarkan perkataan 'I beg to differ'.

4. Apabila nanti universiti dibenar menawar ijazah mengikut cita rasa mereka, kita amat risau dengan masa depan pelajarnya. Sesudah tiga atau empat tahun belajar dan menanggung hutang berpuluh ribu ringgi akibat pinjaman PTPTN, apabila diumumkan bahawa ijazah mereka tidak diiktiraf, kita percaya pelajar akan kecewa. Kekecewaan akan membawa perbuatan tidak rasional seperti memberontak.

5. Kejadian ijazah tidak diiktiraf bukannya fantasi tetapi realiti. Universiti di utara semenanjung Malaysia masih lagi memikul masalah ini walaupun telah 4 kumpulan pelajar bergraduat. Pegawai utamanya masih ke sana sini menyatakan kehebatan universitinya. Bagi orang Melayu, YB Menteri patut fahamlah --- tin kosong memang kuat bunyinya. Juga dalam hal ini, masalah ini seumpama bangkai gajah.. sekejap lagi tak akan berdaya ditutup lagi.

6. Menggadai masa depan generasi inteletuaktual sudah menjadi tabiat Naib Canselor universiti awam. Agenda mereka ialah mendapatkan lanjutan pelantikan. Kalau boleh berbelanja jutaan ringgit mengadakan majlis menjemput orang yang boleh menyambung talian hayat Naib Canselor bila pelantikan hampir tamat.... sekadar nasib budak bernama Mat dan Minah dari ulu negeri adalah terlalu kecil bagi Naib Canselor.

7. Bagi YB Menteri dan pegawai di KPT, perkara yang kita anggap remeh kadangkala besar maknanya kepada orang lain. Begitu juga sebaliknya..

8. Bukankah universiti awam ditubuhkan kerana hendak memberi peluang pendidikan tinggi kepada pelajar?

Vice Chancellor's oversea visits

1. In the name of internationalization, the ministry of higher education allowed each vice chancellor (VC) of our public universities to make 4 oversea visits a year and each visit should be not more than 7 days. With maximum of 4 officers per entourage, the cost per visit is more than RM100,000. With 20 public universities, the public spend not less than RM10 million for vice chancellor's oversea trips every year.

2. Well, most VC visit top 100 world raking universities and come back with few pages of standard MoU. Until now, nobody dares to asked what happened to the thousands of MoU signed by our vice-chancellors (VCs)? Few years ago, the ministry conducted a study on the status of all MoU undertaken by all public universities. To date, no official statement has been issued.

3. I don't have any data about the allegations that some trips are arranged for the VCs to visit and/or attend his son/daughter convocation before or after the official visit. If that is so, the VCs just pay food and lodging for the extra days. This is what the VCs called one of the hidden benefits that aspire them to do everything to get their contract extended.

4. Ten million ringgit is a lot of money. True, let manager managed. However, are VCs good managers? If ordinary lecturer has to apply and had his proposal scrutinised before being approved, why can't VCs? After all, we always subscribed 'leadership by the examples'. If our VCs intentions are noble and good, why they are against transparency?

5. If it takes only RM25,000 to built a low cost house to give a roof for a poor family, RM10 million can built 400 low cost houses. We wonder whether the benefits of VCs oversea visits can be of that worth.

6. Is it too difficult for the VC to write two pages of proposal prior to his visit? It is a special standard procedure that the VC oversea visits are justified after the visit? Is it too much to ask the ministry to form a committee to vet this proposal?

Who is Ministry Chief Political Master?

1. In Malaysia, the Prime Minister with the consent of King appoint Ministers. Those appointed are the cabinet member of the government. Usually, they are parliamentarian or member of Dewan Rakyat.

2. After 12th general election, the then prime minister only appointed minister and deputy minister to be the political masters at the ministry. This practise has been continued by the current prime minister.

3. As usual, soon after party election, the prime minister will make cabinet reshuffle - usually to appoint those voted as party leaders. Currently, only higher education minister without any political party post due to his failed bid to be vice president. He is also not appointed as supreme council member and no longer apppointed as his state deputy liason chief. When his political party announced higher education affairs committee, he is not appointed as a member. This powerful committee is headed by the former higher education minister. Contrary to his deputy, he is voted as a supreme council member and appointed as higher education committee member. In reality, deputy minister has solid political bases than his master.

4. With this scenario, the public may perceived that higher education minister is a lame duck political master and punters predicted that he will dropped as a cabinet minister if and when the prime minister decided to make cabinet reshuffle. This perception, if translated into action, will be detrimental to the development of higher education. For the record, since inception in 2004, three ministers have been political masters. With a Malay proverb of 'sekali ombak melanda, sekali pantai berubah', frequent changes of political master will definately retard the noble Higher Education Strategic Plan.

5. In any situation where a leader is perceived week, some body will emerged as a leader. Recently, the deputy seemed to be acting like a minister. He made major announcements which are supposed to be announced by minister. To make the matter worst, the minister will issue statement that usually contradict to the statement issued by his deputy. This will create confusion among the officials with regard to who is the boss?

6. Let pray that what happened now is due to my wrong perception and analysis of what going on in this crucial ministry. Higher education needs less politics among its political masters.

Ijazah 'Touch and Go'

1. YB Dato' Seri Utama Dr Rais Yatim telah membuat dua kenyataan iaitu pertama tentang Anugerah Gelaran Dato' oleh DYMM Sultan dan TYT Gabenor dan keduanya pula ialah Ijazah Doktor Falsafah Palsu.

2. Seperti biasa, apabila timbul isu di media, akan ada salah satu daripada dua jawapan lazim dari pihak berkuasa. Pertama ialah, kami akan kaji atau sedang menunggu laporan penuh dan kedua pula ialah menafikannya.

3. Dalam hal ijazah doktor falsafah ini, YB Menteri Pengajian Tinggi dan Timbalannya menafikan ahli akademik di IPTA dan IPTS menggunakan ijazah tersebut. Satu tindakan berani kerana reputasi mereka akan terjejas jika selepas ini ada yang membawa bukti sebaliknya. Doa saya ialah tiada.

4. Untuk mendapatkan ijazah kedoktoran atau doktor falsafah, semua universiti yang diiktiraf mempunyai proses yang hampir sama. Calon mesti mempunyai ijazah Sarjana atau jika hanya ijazah bacelor, mestilah ijazah kelas pertama atau setaraf. Bagi calon luar negara, mereka mestilah memenuhi syarat maustakin atau residence, selalunya setahun. Tesis hanya boleh dikemukakan untuk pemeriksaan selepas beberapa pembentangan. Berdasarkan rekod yang ada, kurang 10% berjaya menyelesaikannya dalam masa kurang daripada 3 tahun. Selepas pemeriksaan lisan atau viva-voce, barulah tesis dikemukakan ke senat untuk diperakukan dan selepas itu calon bolehlah dipanggil Dr.

5. Dalam beberapa majalah seperti Newsweek, ada iklan dari institusi pengajian yang namanyapun meragukan yang menawarkan ijazah kedoktoran berdasarkan hanya menghantar tesis ataupun resume pengalaman kerja. Kadar yuran yang dikenakan amat tinggi iaitu sekurang-kurangnya US$20,000 ataupun RM70,000. Bagi yang ada punca kewangan dan kemaruk untuk digelar Dr, apalah jumlah wang sebanyak itu. Kekadang set golfnya lebih mahal daripada itu. Oleh itu, tiada universiti yang benar-benar universiti berani menganugerahkan ijazah express ataupun istilah sekarang 'touch and go'.

6. Yang menjadi mangsa ialah pelajar. Bayangkanlah jika kita mendapat ijazah darpada Dr express. Walau macam mana cemerlang pelajar itu, kesannya ialah berkurun-kurun. Oleh itu, selain penafian, apakah tindakan berani Yb Menteri dan Timbalan Menteri agar pelajar akan berasa selesa? Di UPM, profesor yang plagiat artikel dari internet hanya akan terjejas peluang kenaikan pangkat. Maksudnya profesor plagiat ini akan terus mengajar dan membimbing pelajar? Adakah tindakan sama juga kepada pensyarah Dr palsu ini? Inilah yang dinantikan selain daripada jawapan lazim iaitu tunggu laporan penuh atau terus menafikannya.

7. Amatlah malang jika dalam usaha kerajaan memartabatkan pendidikan tinggi, perkara pokok ini menjadi polimik. Elok diambil tindakan keras. Janganlah takut untuk membuang dahan pokok yang berpenyakit. Jika berani dibuang akan tumbuh dahan baru yang lebih segar dan semarak.

Kuasa Pelajar

1. Tidak ada sesuatu yang luar biasa pada individu pelajar. Rupa paras dan perwatakan mereka sama seperti manusia yang sebaya dengan mereka.

2. Akan tetapi, dilaporkan hampir 150,000 akan bergraduat setiap tahun. Sehingga pilihanraya umum akan datang, secara purata, setiap kawasan parlimen akan mempunyai 2,500 orang pengundi baru yang terdiri daripada graduan universiti. Berdasarkan majoriti pilihanraya akan datang, lebih kurang 80% ahli parlimen akan ditentukan oleh pelajar yang belajar di universiti sekarang.

3. Berdasarkan premis ini, adalah tidak logik jika ada parti politik yang tidak berminat dengan pelajar universiti. Semasa perbahasan pindaaan AUKU tahun lepas, tumpuan hanya diberi pada dua seksyen daripada lebih 30 seksyen iaitu seksyen yang mengawal penglibatan pelajar dalam parti politik. Ahli politik seolah-olah tidak berminat langsung dengan governans, tadbir urus dan automoni universiti yang mana iannya lebih penting bagi mencorakkan masa depan pendidikan tinggi negara.

4. Ramai pelajar universiti tidak sedar bahawa mereka mempunyai kuasa yang amat ditakuti oleh semua ahli politik. Tahukah pelajar universiti bahawa usaha untuk menamatkan perang Vietnam bermula dari peristiwa demonstrasi berdarah di Ohio State University? Pernahkah mereka membaca beberapa kerajaan di Thailand tumbang akibat daripada demonstrasi pelajar? Sedarkah pelajar ramai tenaga akademik di universiti Amerika Syarikat yang terpaksa bertukar kerja kerana 'petition' daripada pelajar?

5. Pelajar universiti di Malaysia masih lagi baik. Mereka belum lagi sedar kuasa pelajar yang ada dalam tangan mereka. Mereka tidak akan ke jalanan untuk berdemonstrasi. Mereke sedar demonstrasi bukan budaya di Malaysia. Akan tetapi, janganlah ditutup ruang dan peluang untuk mereka didengari.

6. Pelajar universiti sedar pencapaian akademik sangat utama bagi mereka. Akibat autonomi, mereka sedar pensyarah seolah-olah ada kuasa mutlak menentukan gred kursus mereka. Ramai pelajar kecewa dan tidak puas hati dengan cara pensyarah mengendalikan urusan pembelajaran. Kelas ganti dan ujian dibuat ikut suka pensyarah. Banyak lagi ketidak puasan hati yang terbuku - bendahari yang lambat membayar dan memulangkan potongan, perpustakaan yang dibuka mengikut kesesuaian pustakawan, pegawai pejabat akademik yang memberi arahan datang semula setelah mengisi borang dan beratur panjang dll. Mungkin sekarang pelajar belum memberontak. Tapi yang paling ditakuti mereka protes semasa mengundi waktu pilihanraya nanti.

5. Pepatah Melayu ada mengatakan, air yang tenang jangan sangka tak ada buaya. Memang YB Menteri menerima laporan yang baik-baik belaka dari Naib Canselor. Dalam beberapa ceramah, seorang pegawai akademik di UPM ada menyatakan lebih 90% pelajar tak tahupun siapa Naib Canselor. Bolehkah laporan Naib Canselor ini diterima bulat-bulat?

6. Malang bagi kerajaan jika kuasa pelajar ini hanya disedari selepas pilihanraya umum nanti. Pelajarpun manusia biasa. Toleransi mereka juga ada had.

University: Dumping bin for the dumps

1. It is interesting to note that our higher education minister has issued a statement that our universities are not dumping ground for the mediocre.

2. The statement seemed to focused on the students and not the academicians or administrators.

3. We admit that for those who aspire to enroll in medicine a minimum grade point average of 3.8 is required. What about other programs? Well, in some universities, the answer is at least 2.0. What about English competency? well, except medicine, band 2 (MUET band; highest 6 and lowest 1)is acceptable? If the students failed in a particular course, can it be rectify? Note: University Sains Islam Malaysia law lecturer has made police report that top university management officers has forced her to inflate her student grades.

4. What about academic staff? Well in year 2010, there will be about 70% with PhD. Can we rest assured that the academic captains (dean and departmental heads) are at least an Associate Professor with PhD then? Or if need be, just appoint a retired professor as a dean so that he/she will not rock the boat to make sure that he will extended and let others suffer.

5. Will the university start its operation at 8 am and close at 4.30 pm? At 8.30am, nobody at the office but you can find them in the canteen having breakfast. Well, is there a university in Malaysia that never sleep? Is there a university library operate at 24 hours a day, seven days a week - at least during study week. If there is one, may be our minister can suggest an award from our prime minister.

6. Well, from my observation, I agree with the minister that university is not a dumping ground but the ministry has to prepare dumping bins. It is like checking email - deleted and ....

Plagiarism in Malaysia University

1. It was widely reported recently that two of the academicians from prestigious university in Malaysia published a guide book for their students based on articles in the internet.

2. To say that they are naive, one of them is a professor. Well, with a little knowledge of law that I have, it seemed to be 'self submission of guilty'.

3. I wonder the reputation of research papers, thesis and other publications of the academicians from this university, and probably from other university, especially from 'new' university. There is a Malay proverb; kalau guru kencing berdiri, murid akan kencing berlari... literally 'if a teacher pissed while standing, his student will pissed while running'. This proverb placed great importance of teacher's conduct, moral and ethics. The late Prof Atan Long always reminded us this proverb during our undergraduate study then.

4. This is a challenge face by university vice-chancellors. I know vice chancellors are busy with efforts to place his/her university in the top 100 world university ranking. By all means, they must achieve this or else, they will perished. One of the new vice chancellor is reported to say that in a month, one week is set a side for university chores and the rest is for him to get extension. Beside busy with golf (some of them are seen in the golf course immediately after lunch) and visiting reputable foreign universities with entourage (including wife), they should make an effort to address crucial academics problems such as plagiarism.

5. May be our Malaysian vice chancellor is happy that his/her university achieved top 100 world university ranking through plagiarism.
